We are proud to have been involved in the interim evaluation of this programme. Our role? We designed, set up and carried out the evaluation. The process consisted of: 

  • Over 30 interviews with involved parties, stakeholders and Alderman Chantal Zeegers; 

  • Validation and refinement of the insights during an interactive session with all stakeholders; 

  • Translation of the outcomes into the interim report and the accompanying film (design by DPI). 

Why was this important? 

The programme is committed to addressing Rotterdam’s housing challenge and explores, tests and learns how to continue building in the most sustainable way possible. Paris Proof is the guiding principle. The programme demonstrates that this is achievable, provided there is the courage to experiment within existing systems and to develop new standards step by step.

What did the interim evaluation reveal? 

  • 18 projects assessed using Rotterdam’s CO₂ calculation methodology; 

  • Nearly €2 million in subsidies awarded for biobased construction; 

  • The first Paris Proof Passive House under construction, achieving a 70% reduction in energy use; 

  • Schiehaven Noord as a living lab, with a single shared CO₂ budget for the entire area; 

  • An ecosystem of municipality, market parties and knowledge institutions working effectively together on this challenge.


The evaluation also highlights the programme’s potential and shows that it is now on the threshold of further refinement and institutionalisation. Together with the Municipality of Rotterdam, we have already explored the next phase, one we strongly support. Initiatives like this deserve visibility: they show that Paris Proof construction is possible, and that collaboration and learning are crucial to making it happen.
