A dot on the horizon
We present two scenarios for alternative value chains, in line with the principles of animal-worthy cattle farming. These scenarios provide a clear long-term direction and can serve as guiding frameworks for the transition. In both scenarios, animals are given the space to express natural behaviour, such as exploratory and foraging behaviour. We put forward concrete recommendations to achieve a fully animal-worthy veal sector in the Netherlands by 2040 at the latest, in line with legislation.
Practical experiences with animal dignity
Our research builds on the scenario study Veal Value Chain ("Kalverketen" that was carried out in 2021 on behalf of the Dutch Ministry of Agriculture, Nature and Food Quality (LNV). That study outlined three scenarios for the restructuring of the Dutch veal value chain. We have assessed these scenarios, as well as the draft regulations for animal-worthy livestock farming presented in 2025, against the scientific definition of animal worthiness and its practical implementation. In addition, interviews with pioneering farmers and value-chain actors provide insight into how they put essential elements of animal-worthy cattle and calf farming into practice, such as pasture access, free-range housing systems, calf-with-cow systems, and on-farm rearing of young stock to young cattle.
