A look into the Belgian presidency
As Belgium assumes the rotating presidency of the Council of the European Union for the thirteenth time, it steps into a critical role amidst a backdrop of complex global challenges and an exciting future. The European Union finds itself at a crossroads, contending with the repercussions of Russian aggression in Ukraine, the aftermath of a health crisis, an energy crisis, a series of environmental challenges, and the fast-coming EU elections.
What is the Belgian presidency?
The Belgian presidency, spanning from January 1st to June 30th, 2024, is poised to tackle these challenges head-on and contribute to the resilience and cohesion of the European Union. It follows the Spanish presidency. At the core of its agenda are six thematic areas, each designed to address pressing issues and shape a collective future:

In the face of global uncertainties, the Belgian presidency's commitment is clear — to better protect European citizens and the rule of laws, strengthen cooperation among member states, and prepare for the shared challenges that lie ahead. A particular emphasis will be placed on maintaining unwavering support for Ukraine, given the ongoing crises in the region.
What about health?
Within the realm of health, the presidency's focus revolves around three overarching themes: preparedness, care, and protection.
Prioritising a proactive stance, efforts are concentrated on refining the EU's health emergency preparedness and response governance. This involves bolstering the capacity for large-scale clinical trials and negotiating international agreements. The Presidency also aims to fortify health systems and workforce strategies, addressing shortages and promoting a needs-driven approach to innovation. Moreover, legislative initiatives are underway to ensure swifter access to quality medicines, contributing not only to health security but also advancing the EU's position in the competitive pharmaceutical sector.
And agrifood?
In the agricultural and fisheries sector, the Belgian presidency advocates for a holistic approach. Core objectives include ensuring food security and autonomy, enhancing the sustainability of food production and consumption, and prioritising animal health and welfare. Belgian Minister in Charge of Agriculture, David Clarinval, specified earlier in December his intention to prioritise the New Genomic Techniques legislation over the reform of the Sustainable Use of Pesticides and the reform of the Animal Transport legislation.
Central to the Belgian agenda is the European Green Deal, which underscores the urgency of addressing climate change, biodiversity loss, and pollution. The presidency commits to advancing the Green Deal's policy initiatives, ensuring that all policies align with environmental and climate objectives. Embracing the One World One Health approach, the presidency aims to integrate holistic well-being into its strategic vision.
As the current institutional cycle concludes, the Belgian presidency positions itself as a facilitator of a seamless transition to the next one. This involves supporting the adoption of the Strategic Agenda 2024-2029 and preparing discussions on the future of the European Union.
